It reminds me of the 'Less than Lethal' type rounds, training maybe?

Load coated but not sure what with. The size of the bullet looks bigger than the case neck to me. The step in the bullet top was from seating!!!

Powder coat, what does that do to a barrel?

Well it's pretty soft so I don't think it'll damage it. Fouling may be an issue but I wouldn't know. Plastic fouling must be easier to clean than gilding metal though. The guys I've 'seen' use them online do so as they're very cheap to make but you can run them fast. You can even use pure lead as the plastic acts as a patch.

Powder coat is far easier to clean out than leading. Only tried a few when i had the 444 but they worked well, and ran fast. Faster than my shoulder liked thats for sure

I wonder what expansion would be like. As I said you could use soft lead without worrying about leading. I think they would expand the same, maybe VERY slightly less, as an un-coated bullet.
Can you imagine the face on a professional stalkers face if you turned up with brightly coloured bullets?

I can't help think that the powder coating would melt and stick in the rifling then set hard again. Maybe I should bore scope the guys rifle.

I'd have thought that acetone would remove any plastic fouling pretty easily.

What do people use to get plastic fouling out of shotgun barrels? I tried acetone (nail varnish remover) and thought it had no effect. I haven't found anything which I thought was doing any more than WD40, I drill brush the bore if I want it really clean, but you cant do that with a rifle!

The more I look at this picture the more I am leaning towards a plastic projectile as opposed to a powder coated cast bullet. If you look carefully the top of the neck has a ring crimp and the projectile has a cannelure. plus the ring at the upper edge of the ogive is far too pronounced to have been formed during seating unless the projectile material is ultra soft.
My view is plastic and probably some form of less than lethal round.
